By magical, it does not mean that this system is efficient enough to escape the shackles of bureaucracy and corruption and transform decay into magic. Instead, despite being bloated and sluggish with a severe problem of redundant officials and staff, the system's operational efficiency can significantly increase in wartime, sometimes even explosively. The most bizarre aspect is that the command structure of the Yamrizha Base is actually a dual system with multiple departments governing together, resembling a multi-headed snake with two particularly large heads and many small heads attached below.
The two largest heads are the Army and Navy.
