The Duchy Navy had had enough of the Pasiphael Fleet. Only by removing this ever-present thorn threatening the Duchy's supply lines could the Duchy Army continue to advance, bring the war back on track, and end it according to the Duchy's initial plan.
Having resolved to eliminate that pesky swarm of flies, given the current situation where the Duchy Navy is shackled by political demands and its forces severely scattered by numerous complex tasks, whether to launch a direct attack on the enemy fleet's base deep in Lapland's interior or organize a dragnet search in the war zone appears impractical and unfeasible (the former would violate political taboos, while the latter is time-consuming, labor-intensive, and the ships used for search and extermination are too few and too weak, accidentally falling prey to the Pasiphael Fleet). After much thought, the only solution left for the Duchy Navy was to utilize "disguised auxiliary cruisers."
