A massive screen lights up the room with red, blinking lights. Each blink feels like a heartbeat. Several masked figures are gathered around a round table. In the center of the table, a hologram of the Earth spins slowly.
Red dots begin to appear in various spots—Tokyo, New York, London, Rio, Nairobi, Seoul.
Leader: "Noir"
A tall, lean man with a robotic left arm and a calm, quiet voice. His eyes are sharp like knives. He stands at the head of the table.
Noir (softly):
"The world is asleep. Just how we wanted."
Keres – A woman in black robes. Her quirk lets her control diseases and viruses. She leans forward, her eyes glowing faintly.
Keres:
"We give them peace. Then we take it away. And when it breaks... it won't be just fear—it'll be chaos."
Grudge – A bulky villain with burn scars all over. His quirk enhances hatred, making people around him fight and lose control. He slams a heavy fist on the table.
Grudge:
"They're weak now. Even their top heroes are sleeping! Vacationing! They've forgotten what real pain feels like!"
Noir (raising a hand):
"Calm. We move smart, not fast. Every move we make must hit like thunder... but feel like a whisper until it's too late. We need to wait for a long time, let them believe this is peace and not a sudden retreat."
He brings up a map. It zooms in on Tokyo.
Noir:
"Phase One: Silence the Watchers. We take out the eyes before we take the hearts."
The screen shows a list:

- USA – Target: Star and Stripe (Powerhouse Deterrent)

Noir:

Obsidian nods once.
Keres (smiling):
"Let me handle Star. I have a little gift I've been working on—fast, silent, and it spreads with a single breath."
Noir:
"Approved."
He switches the map again. This time, it shows satellites and underwater cables.
Noir:
"Phase Two: Cut Their Voice. In exactly forty seven days, we bring down every major communication line. The internet, satellites, military lines. We blind their governments. They won't be able to call for help."
A new villain steps forward—_Cipher_, a hacker who's never shown their face. Their voice is distorted.
Cipher:
"Already working on a worm. It's spreading through their tech like mold. Once I trigger it... blackout."
Grudge grins.
Grudge:
"Without cameras or phones, they'll panic. They'll scream into the dark."
Noir (serious):
"And that's when we strike. Phase Three: Flood the world with chaos. Not large attacks—small ones. Fast. Sharp. Unpredictable."
He taps the table. Dots appear all over cities.
Noir (calm but sharp):
"Buses. Trains. Schoolyards. Clinics. Grocery stores. Random targets. Random times. Keep them guessing. Keep them running."
Keres (smiling faintly):
"Like a virus. Slow at first… then everywhere. Panic will spread faster than fire."
Noir (nodding):

Grudge (chuckles):
"They'll be tired. Confused. Blaming each other. And that's when the cracks open."
Razor (leaning forward):
"Too many calls. Too many cries for help. They won't keep up. Not even All Might could."
Obsidian (cold voice):
"By the time they realize... it's already too late."
Noir (pointing at the map):

The screen flickers to life.
Noir appears on it—sharp, serious, eyes glowing with purpose.
Noir:

He pauses.

The screen blinks.

Noir frowns.
Noir:
"Too small?"
AFO:

Let the people believe they've won. Let heroes become lazy. Let them go home early, spend time with family, laugh more, sleep longer. Let hero work become just a job—nothing more."
AFO stands, walking to the edge of the platform as he speaks, voice steady.
AFO:
"No more training. No more patrols. Let their skills rust. Let their instincts dull. So when we strike again—even someone with a weak quirk like water sprinkle—can defeat a pro hero."
He turns back to face the screen, eyes sharp.
AFO:
"When that happens… when people see heroes losing to nobodies... trust will break. Doubt will spread. More and more people will take the law into their own hands. Vigilantes will rise. Chaos will feed on itself."
Noir's expression turns solid, cold.
Noir:
"Understood."
AFO:
"Heroes fall hardest when they try to protect the ones they love… and fail."
AFO presses a button on his chair. A glowing 3D map rises from the floor.
Red dots blink across key locations—U.A. dorms, hero families, retired pros, media stations, and popular shopping centers.
AFO:

Noir (nodding):

The screen fades to black.

AFO walks through a long, dark hallway. Red emergency lights flash faintly along the edges.
The air feels heavy.
He reaches a massive steel door, locked with dozens of mechanisms.
A guard stands nearby.
Guard (softly):
"Do you wish to enter, my lord?"
AFO says nothing. He places his hand on the scanner.
DOOR:
ACCESS GRANTED.
The locks disengage. The door groans open.
INT. CHAMBER ROOM – CONTINUOUS
The room is cold. Silent. A deep green glow pulses from the center.
A large suspended tube stands upright, full of thick green fluid.
Inside, a figure floats—silent, still, wires piercing his armor. His body is wrapped tight in strange tech. His face is unseen, but the air around him feels alive... heavy... dangerous.
AFO walks closer.
He kneels.
AFO (whispering):
"My master... Everything is going according to plan. The people smile. The heroes rest. But they don't know... the storm is coming."
The figure doesn't move. But the lights flicker.
Suddenly, a low hum fills the air. The fluid glows brighter. Wires spark softly.
Then—a voice.
Not human. Not kind. A mechanical voice, cold and haunting, fills the room.
Unknown Voice (The Master):
"Begin the fall. Break their skies. Cut off their wings."
AFO (bowing his head):
"Yes, Master."
Unknown Voice:
"Let them drown in the peace they are starting to worship."
A pause. Then the voice lowers, almost like a growl.
Unknown Voice:
"And when the final pillar crumbles… I will awaken."
The hum dies down. The green glow dims.
Silence returns.
AFO rises slowly and turns to leave.
His voice echoes through the darkness.
AFO (to himself):
"They think I'm the end… but I'm just the beginning."
