Kanter wasn't worried about Gao Yi; he was worried about Amos because Amos was the culprit behind Ben's nuclear predicament. If Ben forcibly demands that the US hand over Amos for personal interrogation, it would actually be quite reasonable.
Kanter was very cautious, and Gao Yi didn't have much to worry about because if Ben were to take him away here, or more directly, if Ben were to kill him, then... well, it might not really matter that much.
"Protect Amos well. We should not show ourselves; inquire about Ben's intentions."
