Chapter 32 - The Plan Begins

"Sir, are you talking about the Uchiha and Hyuga clans?"

Minato reacted and immediately thought of the Uchiha and the Hyuga.

There is no need to say much about the former.

The latter is nominally the largest clan in Konohagakure. If they all support Minato, at least they can ensure that the civil war is undefeated.

"Don't you have a good relationship with Fugaku?"

"With your presence, he will definitely join. Besides, after the Nine-Tails Rebellion, he and the Uchiha clan don't have many choices."

After this battle, the Uchiha's situation will only become more dangerous.

Most villagers will inevitably be hostile to the Uchiha clan, which is also the main reason why radicals within the Uchiha clan are gradually rising.

In fact, Uchiha Fugaku, the current clan leader, is inclined towards Minato.

Fugaku can be considered the strongest "angel investor".

He had set his sights on Minato a long time ago. He was a good friend of Minato's, and his wife Mitsuki and Kushina were also close friends.

Logically speaking, given his relationship with Minato, as long as Minato was alive, there would be absolutely no problem in keeping the Uchiha safe for a few more decades.

With Minato around, [Night of Genocide] will never happen!

Pity.

No matter how good Fugaku's investments are, they cannot withstand unexpected changes.

The "Nine-Tails Rebellion" directly killed the biggest supporter behind Uchiha Fugaku.

So the original history of the Uchiha clan could only be destroyed in the end.

In this parallel world.

Although the Nine-Tails Rebellion still broke out, it was resolved without any casualties, so Minato naturally survived.

Therefore, Uchiha Fugaku's previous efforts will naturally blossom and bear fruit.

Even if it wasn't for this, Uchiha Fugaku would still be willing to support Minato.

"Sir, you are right. We can certainly win over Fugaku. If I go find him, he will most likely support me."

Minato nodded.

"It's just that the Hyuga clan may not be so easy to win over!"

Minato still expressed his concern.

The Hyuga clan's political leanings are far more intricate than the Uchiha's.

While the Uchiha primarily sought survival and equal treatment within the village, the Hyuga's ambition had always been to become the preeminent ninja clan in Konohagakure.

And, in truth, they had already achieved that status.

This was partly due to the devastating losses suffered by the Senju and Uchiha clans in the Second and Third Great Ninja Wars, which had allowed the Hyuga to ascend.

Furthermore, their Byakugan possessed a unique counter-effect against the Sharingan, capable of breaking even powerful genjutsu like Kotoamatsukami.

While the Hyuga rarely produced extraordinary geniuses like the Uchiha, the Byakugan ensured a consistently high baseline for their ninjas. Mastering the Byakugan and Hyuga techniques made it relatively easy for their members to achieve Jonin rank.

Consequently, the Hyuga clan consistently boasted a significantly higher number of Jonin than any other major clan.

Coupled with the absolute control they exerted over their branch family members through the "Caged Bird Seal," all Hyuga ninjas appeared to operate with perfect unity.

This cohesion granted the Hyuga clan immense influence within the "Jonin Council."

Konohagakure's Jonin Council functioned much like a real-world House of Representatives, operating independently of the Hokage's core power system. Any major village resolution affecting the entire populace required the Council's approval before full implementation.

Thus, the Hyuga clan, with its large number of Jonin and its unified front, acted as the largest party in this "House of Representatives," wielding significant voting power on most critical village decisions.

Their position in the village was incredibly solid, making it exceedingly difficult to secure their full support. They could easily maintain a comfortable neutrality, remaining the largest clan without needing to fully back a "puppet Hokage" against the long-established core leaders of Konoha.

"It's true that the Hyuga clan is not easy to win over."

Kai also nodded.

"With their neutral stance and stable position, they enjoy such a peaceful life."

"But it's not a big problem, as long as we execute the second and third steps of the plan."

"Even if you don't go to them, Minato, they will come to you on their own initiative."

Kushina's eyes lit up. "Speak quickly, sir!"

Her greatest desire was for Minato to reclaim true power, to shed the role of a puppet for those old men, and to stop bearing their blame.

"Step 2: Retreat to advance and divide the contradictions!"

Kai spoke slowly.

"Step 3: Kill someone with a borrowed knife, waiting behind!"

Kai then gave a rapid-fire explanation, describing the process of "first this... then this... and finally that..."

He spoke of planting suspicion among the council, exposing hidden scandals at the right time, and using legal channels to force internal reviews—then dragging the issue into the public eye to sow pressure and moral doubt. While not direct conflict, the method played on a deep understanding of political maneuvering.

Minato listened carefully. It was the kind of strategy only someone outside the system, yet intimately familiar with its gears, could create.

"This... seems a little wrong. It will sacrifice a lot of ninjas!"

Minato hesitated. He really didn't want any more victims to appear...

"Some sacrifices are unavoidable, as you should know Minato."

"I am just making suggestions. It is up to you to decide whether to adopt them or not."

"Don't forget that Konoha doesn't have much time left."

"By the way, I'll tell you another piece of news for free. It won't be long before Uchiha Madara and Obito will take control of the Hidden Mist Village and the Fourth Mizukage..."

Minato was shocked again!

Although he was unable to confirm the truth or falsity of the information revealed by Kai for the time being.

But if it is true, then time is probably running out for Konoha!

Not a moment.

Minato made a ruthless decision and agreed to the plan proposed by Kai.

He has never been an indecisive person, whether it is fighting against Obito or sealing the Nine-Tails; once he makes a decision, Minato will execute it without hesitation.

"Kushina, I'm going to have to trouble you from now on."

"Its nothing, it's just that we can't go out. It's just a good opportunity for our family of three to stay together for a while longer."

Kushina was very happy and wished that Minato could spend more time with her and Naruto.

Therefore, I strongly agree with this plan.

"it is good!"

"Then sir, Kushina, please wait for a moment. I'll go talk to the Third Hokage and the others."

Shooff!!

After saying that, Minato disappeared in an instant.
