Uchiha Yuan remembered that the last time Teleportation and Insight leveled up was two years ago.
In these past two years, Yuan had used both techniques frequently, especially Insight—as long as the Sharingan was activated, Insight would be active too.
And even so, it still took two full years to level them up.
First, Teleportation: previously, it allowed space-jumping within 200 meters and cost 9 chakra. After this upgrade, the range increased by 100 meters to 300 meters, and chakra cost dropped from 9 to 8.
Last time, leveling from Lv1 to Lv2 also gave +100m range and -1 chakra cost. It seems future upgrades will follow the same pattern.
At level 10, Teleportation would likely allow jumping within 1000 meters, with only 1 chakra point per use.
As for Insight, its effect didn't change upon leveling—only its chakra consumption improved: from 1 point every 20 seconds to 1 point every 30 seconds.
If it reaches Lv10, it should consume 1 chakra every 100 seconds—essentially making it nearly costless.
Over the past two months, after multiple discussions, the Uchiha clan made a major decision: except for the First Division of the Police Force, the Second, Third, and Fourth Divisions would begin admitting non-Uchiha members.
The hawk faction obviously opposed giving up authority, but this time Fugaku, known for maintaining balance, teamed up with the dove faction to push it through.
This decision caused major waves within the clan.
From the founding of Konoha to now, the Police Force and the village prison had always been under Uchiha management. Now that outsiders were to be brought in, many clan members were unhappy.
The hawk faction even encouraged the clan to "storm the palace" in protest.
Fugaku was helpless. He didn't want to relinquish power either, but he had no choice.
The Uchiha had suffered heavily during the Third Shinobi War—over half of their shinobi were dead or wounded, leaving the Police Force severely understaffed.
The only solution was to recruit from outside the clan.
Uchiha Yuan fully supported this decision.
In his view, the Uchiha's current predicament stemmed from two sources: the Konoha leadership—and the Police Force itself.
The Police Force's job was to maintain village order, arrest criminals or potential criminals—both civilians and shinobi.
To be fair, Yuan thought they had done well in this core role. After all, ordinary villagers lived in peace and the economy thrived.
And yet the Police Force had a terrible reputation. This wasn't just because of manipulation by the higher-ups—it was a structural problem.
The Police Force was created by the Second Hokage, Senju Tobirama. By handing this important institution to the Uchiha, it appeared to be a sign of trust. But in truth, it cast the Uchiha in the role of enforcers, of punishing criminals.
Moreover, Tobirama had placed the Police Force headquarters next to the village prison under the pretense of "monitoring criminals."
This allowed him to conveniently push the Uchiha to the margins of the village—literally and politically.
Tobirama's move was meant to isolate the Uchiha, especially in preparation for another Madara-type threat. This, in his eyes, was a way to protect the village.
The current Hokage and other Konoha elites were Tobirama's disciples. Naturally, they continued to uphold his philosophy.
Under this belief system, Konoha never truly trusted the Uchiha.
The village leadership subtly manipulated public opinion, encouraging civilians to distrust—and even resent—the Uchiha for their role as enforcers.
This led to the Uchiha's current situation.
So now, due to lack of personnel, the decision to recruit outsiders into the Police Force was, in Yuan's view, a chance to break the deadlock.
In canon, the Uchiha also tried this. But they never truly made those outsiders enforcers—instead, they were puppets. The leadership remained all-Uchiha, and all blame still fell on the clan.
This time, Yuan intended to actually give away some authority—starting with the Third Division he was about to lead.
That night, Shisui came back from a mission, excitedly carrying something and ran to Yuan's house.
"Senior Yuan! During my mission I found a nest of crows with chakra. Do you think they can be trained as summons?" he asked, holding up the nest.
Yuan activated his Sharingan and looked—indeed, these crows had chakra in their bodies.
"So this is how Shisui's crow-based techniques began," Yuan thought.
"Shisui, this crow nest has potential. I think they can be raised—"
BANG! Before he finished, his front door was kicked open.
"You're Uchiha Yuan?" a man walked in, Sharingan active—three tomoe spinning in his eyes.
Yuan didn't respond. He slowly stood up and activated his own Sharingan.
In the next instant, he vanished—and reappeared right in front of the intruder, grabbing him by the neck.
The man hadn't expected Yuan's speed and couldn't react—he was instantly lifted off the ground by his throat.
"What kind of mutt thinks they can kick down my door? You think I'm someone to mess with?" Yuan said coldly, tightening his grip. The intruder's face flushed red.
"Uchiha Yuan, stop!" someone yelled—it was Uchiha Yu, rushing over.
Yuan turned to look at him. The moment their eyes met, Yu felt a dizzying vertigo—he was pulled into Yuan's genjutsu world.
Yu's face changed. He knew Yuan had strong ocular power, but hadn't expected this level.
"Elder Yu, is the hawk faction trying to kill me before I even take over the Third Division? Or are you lot just eager to go to war with the doves?" Yuan asked within the illusion.
