Nanshan Island hasn't been much developed yet, mainly because it's a bit far from Hong Kong Island. Access requires a boat, and the ocean climate is always changeable, making trips to Nanshan Island not very convenient.
Therefore, even though the scenery and environment here are quite good, not many people truly want to come here...
