Fort Last Bastion...
The Colonel immediately took out his binoculars from his table and went to the window where he used those binoculars to see what was happening.
He could still see some traces of the flares that were offset recently, "Damn it", he muttered.
Though the soldier might have confirmed the incident, as the head of the fort, he has to verify it before passing the intelligence to his supervisors, who don't stay here.
Once the intelligence has passed, and if the information was found to be false, it wouldn't be the soldier's fate that would be in trouble, no, it would be his fate. The soldier would get punished for a false report, but as the head of the fort, the Colonel has to verify things before reporting.
So, he had to make sure that there were red flares before making his report and from what he saw, there were definitely red flares. Though he didn't see them properly, he could still see the residue left behind when those flares were launched.
